1.Press D to reset your colors.
2.Now make a new image of whatever size your prefer , with a transparent background.
3.Go to Filter ---> Render ----> Clouds
4.Make a new layer.
5.Again , Filter ---> Render ----> Clouds
6.Set this layers blend mode to "overlay".
7.Now duplicate it two times ( Layer ---> Duplicate Layer)
8.Now , for each layer , you go to Filter ---> Liquify and just wipe around those clouds until they look nice and liquified
9.If you now use Control + U to adjust the Hue , Saturation and Ligthness of every layer you should get a pretty cool effect.
